Allocation of Protection Layers

Objective

The purpose of the Allocation of Protection Layers lifecycle phase is to determine through assessment the level of assigned risk reduction provided by the existing safeguards and the potential.

By identifying the foreseeable hazards within the process suitable protection layers can be identified and any residual risk reduction requirements can be identified where a safety instrumented system (SIS) maybe required to reduce risk criteria to a tolerable level ‘As Low as Reasonably Practicable’ (ALARP).

Providing a detailed record of the PHRA, which provides a clear foundation for a auditable trail if a SIS is required with clear defined hazards, severity and consequences that can be fed into the allocation of protection layers lifecycle phase.

Application

Using recognised industrial methodologies such as Hazard and Operability Studies (HAZOP), facilitating a competent team and using their pre-defined risk criteria to assess the design/facility to the ultimate consequences identifying existing safeguards and where applicable where potential addition safeguard requirements are required.
